Tried that. It can't get it to work. I have a feeling that the issue is DATVEasy not communicating with VMix because of the 172/192 network address issue.
For now I'll just continue to use the Portsdown4 and hopefully find a Fuschicai EasyCap which I can connect to my VHS/DVD Recorder/Player

Um. Are the DATVeasy and Vmix not on the same PC ? As they would communicate over the Bus not IP ?

Yes they are on the same PC. DATV Easy connects to 192.168.2.1 and clicking Start+ it shows 2 green lights and high kb/s and Adalm Pluto Output GPO-0 turns green, so I'm assuming that is a signal coming from VMix, but I get no RF out.
In VMix I have External in use (red) and a video playing in the right hand screen. In Outputs I have 1 Output, Input 1

Are you sure there is no output? Could it be there is but it is at a very low level or not on the frequency you expect?

The Pluto works when used in the Portsdown and gives me 2 watts out on 1249.000. DATEAsy is set to TX Gain 87%, Max 100%

But you didn't answer my question so I am not sure how we can help more. I asked if you were sure there was no output. Not if it works with a different piece of hardware that uses a very different means of generating the RF. I think maybe there is RF but at a very low level. You can tell if the Pluto is getting the transport stream from the analysis tab. You showed that earlier, so I assume that is working.

If that is there, the video is getting to the Pluto. As long as the Pluto PTT is active, there will be RF coming out.
