I would appreciate some advice on a lightweight (portable) and inexpensive Rotor to use to receive the ISS.

A lot of this will depend on your dish size and weight. Other than commercial Az/El rotators like the Yaesu G5500 it might need to be home-built. Have your seen the SATNOGs project? https://wiki.satnogs.org/SatNOGS_Rotator_v3 which with some upgrade to the gears might work.
Another option is to join an elevation unit to an Az unit. See CQ-TV 289 page 7 for suggestions too.
