A real beginer to ATV and so I have attempted to get an NoV but RSGB say they have not been authorised to issue or renew for 146/147. My assumption is that it May be possble to use the all mode section of 2m at the lower half of the band for TV BUT I want to be responsible about this so looking for advice.

A similar situation arose last year when the NOV was slow to become available for renewal/application. Some of us tried 66kS using DATV Easy and Picotuner (FFMPEG decoder) with success. Centred around 144.650MHz, it used just 100kHz of BW for great pictures and sound. You can also try H266 with DATVEasy for even better quality.

...and you can also use 1kW of RF power with no antenna restrictions in that part of the band. I suspect one we try that the NoV process might speed up a bit.
