One thing that isn't mentioned (but I think it's important) is how much elevation on the dish is recommended for optimal reception.

You will need to track the ISS as it's moving very fast! The maximum elevation depends on your Location and the Orbit. At this location in the UK today @ 15:01 to 15:12 UTC it reached a the maximum elevation of 76 deg.

Hmm, maybe I didn't explain myself well.
I don't mean tracking with a rotor, but with a fixed-point dish.
For example, with the antenna pointed at 28°, would I be able to receive it for a few minutes?

Sorry I misunderstood. With a fixed dish pointing at 28E depending on the size you may well see something for a few seconds as it passes through the beam of your dish. However you would need to check the predictions for the ISS for your location, to see if the Elevation and Azimuth matched where your dish pointed. For that to happen it could be a long wait!
