digital genlock design

Hi

Is there a modern design for a genlock frame store to take in 2 video feeds (625 576/25i PAL) + RGB (625) store them in a frame buffer add the video together and read them out with new syncs?

I want to overlay a retro computer video (625 RGB) onto an analogue video feed (625 PAL 576/25i or p). Neither source has sync input only its own sync output.
