Yes, and it is more critical for dishes with a lower F/D (i.e the deeper ones) which prime focus dishes often are.

I am coming from satellite TV hobby, and from there I know for sure that the feed placement exactly in antenna's focal point is the best possible option. Any misplacement leads to worsening of the overall performance of the system.
