I am playing with one of these tablets have managed install Windows 10.
If you don't want a PSU they will supply a unit with leads for £30 including postage to UK.
There are some with damaged cases even cheaper.

Be interesting to see what it will cope with. From memory my Intel Atom tablet (coming up 6 years old now) would run the lower SRs on a Pluto with DATVEasy using soft encoding. It is a bit ponderous though, so I added a Gen7 Intel second hand laptop with SSD. That recently needed a new battery, but will now do 3+ hours.
