Gstreamer as a repeater core

Haven't been digging through multiple tutorials and demonstrations of gstreamer over the past week, trying to work out how to build a hardware accelerated streaming coder on a Jetson device, I have come to the realization that it may be possible to write a script that is capable of acting as an ATV repeater core.
Well this is far beyond my capabilities, I'm still struggling with ingesting from a USB HDMI capture device and outputting a stream, I have no doubt that amongst this community there is somebody who understands how this could be done and maybe capable of doing it.
From what I understand it would be capable of identifying a valid signal on a source, routing the audio and video, and placing overlays as appropriate. I've also seen one demonstration where multiple sources have been used to one output similar to a video switcher.
Hopefully somebody will pick up this idea and run with it.
