new iaru atv contest rules

Duration of the contest:
The contest will commence at 12:00 UTC on the Saturday and will end at 18:00 UTC on the Sunday.
It is recommended that the national societies will run their ATV contests at the same time as the IARU Region 1 ATV contest takes place.
