Streaming to BATC with a Chinese box

Hi All,
I have been running a high definition stream to the BATC server for some time but I don't seem to be able to go over 1mb/s. If I exceed this speed the picture breaks up and pixelates. My uplink speed is not the problem as I can go to 4Mb/s to Youtube without any problem and this gives a far better picture.
Can some one give me the correct parameters to run on a H264 chinese encoder box.
