Standalone Stream Encoders

Is there a standalone stream encoder, other than an RPi, that can encode a repeater or other video and send to the BATC stream server?

I have looked at several options such as IP camera encoders, digital signage encoders, etc.
One that stands out, largely due to availability and cost, is the VBrick encoder/decoder. This unit outputs MPEG2 or MPEG4, Windows Media, H.264, and some other standards in both SD and HD. They are also in industrial enclosures therefore robust enough to survive repeater buildings.

What capabilities would such a device require?
