Private Messaging Disabled on the BATC Forum

The introduction of the Online Safety Act has considerable implications for the BATC, as it introduces new legal requirements for the BATC Forum, the BATC Wiki, the video streams, the streamer chats and the QO-100 chat.

Whilst we are generally compliant, there will be a few changes to take account of the practical aspects of maintaining compliance.

The first change is that we have disabled the little-used private messaging facility on the BATC Forum, as it is not practical to moderate it to comply with the Act.
