Which laptop for H264 / 265

Due to the high winds today we had the first powercut I can remember in 30 years! Unfortunatley it seems to have taken out my Win10 hard disk on the main desktop PC and I've just discovered the battery in the laptop is dead.

I was planning to replace them both this year as they are not Windows 11 compatible but it seems I'm forced in to it now! I currently run a GTX1650 card in the desktop but thinking just to get a laptop - I seem to recall the later intel graphics chips will do H264 / 265...

Thoughts / advice/

PS Alternatively can anyone recommend any Windows rebuild s/w?!!

Create a USB flash drive.
Follow instructions.
If you have a Win 10 sticker use that number.

I bought a secondhand Microsoft Surface Book 2 13 Inch i7 8650U GTX 1050 8GB RAM 256GB SSD Small Dent for £250 and I am very pleased with it. It runs most programs but not as fast as my main computer (a very old but high spec machine) The battery lasts for hours and the display is 3000 * 2000.
Anything as good or better than this should be good. It was from Ebay so you need to check the seller for past history.
