Have you tried looking at the .BIN files on the computer with a Hex editor? That might reveal a quirk.

If I remember correctly the cropredy programmer added some special characters for sync pulses.
which your programmer may be stripping out.
If you are using windows, then I suggest a program called DOSBox which allows you to run old MS Dos programs within windows.
You basically mount your directory where you dos programs are and it will create a virtual drive that you then log onto to launch the dos programs
That way you should be able to create working eproms.

It is based on the original design but uses synchronous address counters on the EPROM lines to avoid a problem in the original that caused it to lock up sometimes when different EPROMs were selected.

The little board is the PAL encoder using a TEA2000 and the green block is a 270nS delay line.

There is a program in the download section called Cropedit.zip which allows the testcards to be created or edited. It was written for DOS in those days but it does work in Windows and Linux.
