This looks very much like my V8 Finder.
It is not designed for Analogue TV (ATV) but Commercial Digital Television at standard SR Rates. (DTV)
If your question is about Digital Amateur TV (DATV) this instrument to my knowledge is not suitable as the SR cannot be changed to those used by Radio Amateurs ie. 2MS/s and below.

The 6906 is an earlier device than the V8, DVB-S and mpeg2 only. It will go down to 1ms/s. The only band it will tune direct to is 23cm, frequency converters would be needed for other bands. Many 23cm repeaters send 4ms/s so it would be fine for that. The way I usually tune them is to set up a new satellite. Then add a transponder for the frequency required, ie 1316MHz would be 1316+9750 (local oscillator)=11066 frequency set. Set the symbol rate and then do a transponder (TP) scan and if there is anything there, it should find it. The 6906 is a good old workhorse and I have used mine for five years.
