Throwing this into the pot....
Now we have a geostationary satellite for ATV which is attached to a commercial satellite, is there any amateur radio people working in the Ordnance Survey? A repeater in a drone? See this:

Now if it had a GPS signal on 2m so that the ground stations can track it and just a down link for a start..........
