Currently I am going through the process of getting my money refunded through eBay for three of these boards. All have the same fault; two ADF4350 and one ADF4351 with no PLL lock.
One ADF4350 board was replaced by another with the same fault, the ADF4351 board came from a different "UK" supplier.
I have some existing good boards here to make comparisons and have eliminated any other cause.
Most likely they're all from the same factory and have a wrong component fitted or the chips are duff.

Have you checked which voltage regulator they put on the board?
50% of the ones i bought have 5V regulators which the adf4351 do not like
