Monitor LCD Blue Screens not welcome

There seems to be a common problem with some LCD compact 7" or 10" Monitor Display screens in that when there is No Signal or Loss of signal the screen switches to a Blue screen.
Is there anything that can be done to prevent this or is there a device that can be connected to the RCA or Signal input of the LCD display panel.
Also can or is this device (if available) be used on any monitor with this problem.
I have noticed that there are some manufactures that make a special mention of "No Blue Screen" in their specification.
