Using a DVD source for testcards - best way?

I have my tescards and various stills and short clips which I currently store on DVD. I do notice some artefacts on the testcards, even after the rigours and bandwith limiting of passing through my transmit / receive system. The original testcard source looks much better when fed direct to the monitor (and off air) than it does via DVD. Also if I record/play via mini DV as a storage medium I have much less in the way of artefacts. As the total is less than a 15 minute cycle I'm sure that I must be able to reduce the compression and reduce the artefacts if only ad the expense of file size.

Can anyone advise me on the best compression setting to use (DVD or SVCD) that will still be playable in the average DVD player?
