Help,make 23cm DATV completed board Transmitter

Dear All

i am live in Indonesia, I have analog transmitter 1,2 Ghz. I want to upgrade or make digital transmitter in 23 cm band.
I want schematic and block diagram for 1,2 Ghz Transmitter. (DATV)

I want to buy completed 1 sets DATV 1,2 Ghz transmitter board. (modulator,mpeg encoder,transport streem, etc for make 1,2 DATV transmitter )
How to buy in produck and i want buy in low price.
