which encoder card?

which encoder card should I buy considering that I have an old camcorder (as video camera) and a laptop PC???

The Hauppauge PVR-USB2 (versions 24xxx and 29xxx) and the HVR-1900 are the most used types for USB and MPEG-2.
The PVRs are older than the HVR and I'm not sure if the drivers are available for later versions of Windows. Perhaps someone could clarify.
For MPEG-4, there is the Raspberry Pi and RPiDATV software.
