DATV-Express problem

I've just tried to install my board for the first time, using the Odroid U3. Everything is working as outlined in the Odroid installation manual but I get no LED3 light and no RF output, my encoder is the HVR-1950. I believe LED3 is a display to indicate USB is OK, so I suspect my board has an issue in the area of the USB chip. Anyone else had/have this problem, if so how did you solve it?
