Best digital receiver is a difficult question.
However the one that I have found to be very good is also very cheap, currently 38 Pounds.
It's the Maplin A33HN, see: http://www.maplin.co.uk/Module.aspx?ModuleNo=222347
Mains powered, they sometimes do a 12V d.c. version also.
They lock onto all professional and amateur transmissions that I can find.
They are very easy to use and have a broadcast quality PAL (or NTSC) output.
Good luck,

One of the digital receiver you can use is a STRONG SRT4125 evolution.
The one that I have found to be very good is also very cheap.
For info look at my website, http://www.pd0hni.nl/23cm_d_atv.htm
Here you also can download the service manual in pdf format.
All settings are set on screen, in the menue.
