Not sure it will help but just heard an advert on the radio "Windows 10 Pro the most secure Windows yet !" Have you tried turning off windows defender/firewall to see if it's a "Windows knows best !" Issue ?

Thanks Charles and John, on the list for next I think. Not had any dealings with Win10Pro before - this is an ex-business laptop (even got a sim slot in it for mobile data) hence maybe why its Pro.
Right PITA either way.....every other bit of DATV/SDR has installed fine....

Solved.....I tried all the suggestions, with windows defender turned off, repair, uninstall, install, re-install ExpressDVB, none of it worked.
Moved on to setup Minitiouner (stuck on finding the LAV filter file(s) ATM) but lo and behold, Express DVB now WORKS
So something in the Minitiouner installation bits and pieces clearly did the trick.
Handy to know perhaps.....
