I just read this in an Ofcom consultation response:
3.49 Amateur Radio use of the 70.5–71.5MHz band is not protected and must not cause interference to other, authorised, users of the spectrum.
3.50 Radio Amateurs are permitted temporary access to the band to innovate and research narrowband broadcasting and voice communications. This temporary, innovative use is permitted in England, Wales and Northern Ireland. In Scotland Radio Amateur use of the band is not permitted.
This implies we can already use the 4m extended band, but I have not seen any sign of an NOV. The RSGB NOV page says "71 MHz: The SRP and NoV process for 70.5-71.5 MHz is in development and not yet available" When will it be available? Its been a year.

Further to your post Mike there is an announcement in the RSGB news, seems the frequency has been allocated to others.

That's the same document. Amateurs will continue to be granted access - but currently we don't have access because the NOV facility isnt ready.
You would think RSGB might say something about it.

I looked at this back in October, and the advice that I received from the RSGB was: "We will be putting the facility to apply for the NoV on the RSGB website but, in the meantime, I suggest that you use the SRP form on the Ofcom website." Five months later, and no sign of the NoV facility.
Although I could transmit a few milliwatts on the band (and could probably receive with enough gain in front of my modified SUP-2400) I never did apply for the Special Research Permit. However, as Charles points out, that's the way to go.

Yes that is the one - so you have to use that manual Ofcom SRP form (though as this case is a 25W erp facility, you can skim the rfi part).G4GUO wrote:I think you need to fill out one of these at the moment.

An NoV template was agreed (should you succeed) - but what isn't in place is a slick online system... (HQ are on the case)
SRPs (regardless of how they are created) are manually assessed - they wont be quick self-service like the 146 MHz facility
