Neither. Are you trying to use a browser?
Use whpcviewer, as you would locally. Or use VLC directly and open a network stream: udp://@:9941 etc.

Again thanks, still no luck I think it maybe that using my phone as as the hotspot and logging in on my laptop may be the issue.

Yes, I have the same problem. The hotspot is effectively a router, so it needs incoming port forwarding too.
I tried a port forwarding app from the Play store, but that didn't forward anything to the laptop. Maybe the incoming transport stream is filtered out before it reaches the phone. This is on EE.
Perhaps an Android expert could comment.
