OK got it working.
Looking at your C code it looks for the 64 bit version of VLC first - however the 64 bit version doesn't want to work on the second PC so by disabling the 64 bit version it has to use the 32 bit version and now PC viewer works fine.
So the problem must lie with my VLC 64 bit installation - beers helps !!

I think that's expected. Only one VLC can use the port, but another VLC can use the port if the previous one lets it go. The problem seemed as though something else was owning the port.
Did you do the test putting udp://@:9941 into one of the whpcviewer VLCs?
Something else to try: start whpcviewer with no other VLCs active and look in Task Manager to find the path to the VLCs that are running. Then close whpcviewer and start a separate VLC and find the path to that, to see if they're different.

Hi Brian
pcviewer was trying to use 64 bit VLC but VLC didn't want to play - so I'm going to investigate why. VLC 64 bit seems to work ok with my OBS which is also 64 bit, so something a little odd with VLC / pcviewer.
Should keep me amused !

Good. I think I missed your previous post while I was typing mine.
I only have one W10 PC and I think I have both VLC versions running on that. I'll check. Did you try changing the hardware decode setting in the 64 bit version?

yes tried changing the hw decode settings but no go.
I'll take another look tomorrow now that I've narrowed it down to vlc 64 bit and I'll check which version is being used on my other PC which works fine.
Interestingly I have pcviewer installed on this lap top I'm using along with it on another win 10 pc and both work fine - but again nor sure which flavour of VLC is being used (32 or 64 bit).
I suspect it's something cached on the second PC which is stopping 64 bit VLC working as a re-install doesn't help.

All sorted now
turns out it was a firelwall problem - tried to add VLC as an app thru the firewall but windows reported it as already being allowed thru - on closer inspection of the firewall rules there were 4 entries, 3 of them set to a combination of private / public and one set to public - so I changed them all to private and it worked !

Just to be clear- the issue was the firewall was blocking 64 bit VLC but passing 32 bit VLC ok.
I figured out the firewall was blocking 64 bit but when I tried to add vlc the firewall reported it was already there and working - but it was reporting the status of the 32 bit version.
As previously mentioned when I looked more closely into which apps were enabled on the firewall it became clear that the 64 bit VLC was set to block. Unbocking it fixed the problem.

Understood. I've just found some conflicting VLC entries on my W7 laptop.
