Is there a reason the max receive frequency is just over 1Ghz?

Is it possible to extend this into the 23cms band?

Yes, the Serit 4762 NIM was designed as a terrestrial TV tuner.

23cm down converter to 144/432??
Bit expensive but good and IF clear of 2m/70cms...https://www.pe1rki.com/23cmdatvconverter.html
Or some old Microwave modules thing perhaps??
