Question, could the pico tuner be programmed to do dvb-t/2

Theoretically probably. Practically I think it is likely to be some time, if at all.

would you know what the guys in the USA used with their Minituner Express? It appears to have neither the Pico Tuner or a USB interface module.

I believe that is the same chip as on the FTDI module but soldered directly to the board.

Yes it is - tricky to make though unless you are used to SMD work.
