The IPTS Monitor does seem to have a problem. I'll probably change it to use VLC when I fix it. Thanks for reporting the issue.

Hi Terry
I have just done some more testing and the IPTS Monitor worked this time! It does take a while to start up, so try leaving it 30 seconds or so. In the longer term, I will look at replacing it with a VLC-based solution, but there are a few higher priority things that I want to sort out first.
