Minitioune V0.4b - New version

Hello,
A new version enhanced for Dx tracking and a new Expert panel.
the new expert panel:
we can follow the derotator search and lock
when we have locked, the last frequency and offset is use to relock same station quickly.
We can setup the minitioune.ini for starting directly in expert mode.
the video is now Inside the expert mode panel
Last generation of NIM like Serit SP2246 (STV6111, STV0913) can now be used.
As we need 1.1v, not 1v, I have just added a resistor to the 1v/1.1v regulator
as it is an horizontal NIM, I have made a junction extension.
