With thanks to assistance from Dave G8GKQ & Ian G8XZD, the problem has been traced to a short circuit between two of the Pico Pi's pins where it was soldered to the pcb. I was a little too generous with the solder, so I think the lesson to learn is to be sparing when soldering it to the pcb.
