Portsdown 4 Update

I have just released an update (202404160) to the Portsdown 4 software which includes 2 major changes:

• It adds encoder options to use a LinkPi external HDMI encoder to feed raw H264 or H265 TS to a LimeSDR, allowing the Portsdown to add callsign and other service information to the transmission. This works well at SRs of 1MS and over, but the LinkPi struggles at lower symbol rates. More details here: https://wiki.batc.org.uk/IPTS_Input_to_ ... _a_LimeSDR.
• It enables web control of all the test equipment applications and, when no touchscreen is connected, the use of an HDMI display. Touchscreen HDMI displays are not supported for control - the Portsdown needs to be controlled through the web interface.
