I rephrase the question, could someone explain to me what the 2 mini-HDMI ports are for?

None, as theyre not used in a portsdown setup.
If you plug a screen in all you'll most prob. see is a command prompt, if that even.

On Menu 2 of Portsdown 4 there is "HDMI Monitor" what is it for?..

There are instructions on the Wiki, but it is to monitor an HDMI input dongle. The HDMI ports are standard on the pi, but not used in Portsdown. Please check the Wiki first.

The received signal is displayed on the 7" touch screen. It is also available as a UDP output on the network enabling it to be viewed on a larger PC using VLC or a similar software.
