Minor Portsdown 4 Bugfix

I have released a minor update to the Portsdown 4 (202212140) this morning.

There is a facility to start-up directly with BandViewer (rather than having to select it after boot from Portsdown). This can be activated from Menu 3, System Config, Start-up App.

Previously, this facility only worked for LimeSDR BandViewer; it now checks for the presence of Airspy, Lime, Pluto and RTL SDRs, and uses the first one in that list that it finds.

Note that the start-up app can also be set to Langstone.
