HDMI Input to Portsdown 4 - Help Requested

Luigi, IZ7PDX has published an interesting video on YouTube https://youtu.be/0WoXHCxrgZU about capturing HDMI on the Raspberry Pi 4. He uses v4l2 (the video for linux api) to capture the hdmi video from a dongle and display it on a Raspberry Pi running the full (desktop) version of Raspios.
He asks whether it is possible to encode this video and transmit it using the Portsdown software after modification.
My initial thoughts are that it will not be easy as the H264 encoding application used on the Portsdown 4 (avc2ts by Evariste F5OEO) does not seem to accept inputs from v4l2. However, I am aware that there have been substantial changes in the latest Raspios (Bullseye) and these may now enable an alternative video to H264 to DVB TS encoding solution.
My request is for someone to develop and demonstrate a proof-of-concept HDMI (at least 720p) to H264 to DVB TS encoding solution on the Raspberry Pi 4. If this could be demonstrated, I would be very pleased to integrate it into a future Portsdown build.
