how do i set up the portsdown 2020 to use a c band lnb 5150 LO for freq 3404mhz
i can change the lnb offset 5150000 but it wont let me set up the actual freq

If you have a Ryde is does it for you when you choose 3.4 as a pre-set. It even swaps to the other input.
It may be possible to reverse-dig the Ryde settings and transfer over, Longmynd being basically the same software?

Yes, I understand that.
When I was experimenting across the shack I found 3.400 GHz was coming out of the LNB at 1750MHz.
Hopefully that will help set things up. If you have a SDR to locate your down-signal from LNB signal on 3.4 that's a big help working things out.

Unfortunately the LO offset functionality is not in LongMynd so isn't shared between Ryde and Portsdown

The Portsdown RX is only set up to use a downconverter for QO-100. For all other downconverted bands, you'll need to do the maths and tune the receiver to the IF frequency.
For contests, where I use 5 different downconverters, I write myself a cribsheet of what IF to use for the common ATV frequencies on each band. It seems to work OK!
