Ah yes there we go.. Nick had a problem with the H264 Encoder after building his Portsdown card via the Three Network.. And guess who my service provider is? Yes, it's Three.
So I'll build another card at work next week and see how that performs.
Meantime, thanks everyone for your input and the Forum in general for being an information Goldmine.
I'll let you know how it goes.

Re: Portsdown on Pi4 no Tx in DVB-S
My hair is much thinner now.. I downloaded the build file and started again, with EE which didn't work at all I did several builds and got nowhere.
I built the card several times more from Three and it still didn't work.. I gave up and left the bleedin thing on the naughty step for a couple of nights while I licked my wounds..
It really was it's last chance before I bought a pre-programmed card... Yay, I finally got a good build from EE. And it all appears to be working fine and dandy.
I notice that The Test card does now appear on the Pi Screen during TX, which it didn't do before. I assumed this was a feature (foible) of the Pi4 version but I now suspect this was a cloo to the cause of the issue I was having.
It goes to show that doing a Forum search is a good way to go.. Even though in this case it didn't appear to be the same problem at first.
Thanks to everyone who offered their help and ideas.
