Control using Keyboard, mouse and HDMI screen
Can the Portsdown be controlled without the touch screen via a keyboard and mouse attached to the Pi

I don't think it was ever envisaged that was an option (Dave will no doubt confirm), control via a PC on the same LAN is possible, so theoretically you could access that on a RPi desktop via its web browser. Have a read here https://wiki.batc.org.uk/Portsdown_4_Web_Control
Although it would be 'nice' if you wish to use a keyboard and mouse for DATV a Pluto and DATVEasy with OBS or similar is a stable solution, admittedly on a WIndows platform.
The Portsdown was conceived as a easy to build Portable DATV solution.
