RPI 3 B+ running Stretch - Delayed audio issue still exist

I started experimenting with RPI3 B+ about a year ago. At that time I ran into an issue in which after the RPI 3 B+ has been running for a couple of hours, I see the audio delay is about 5 seconds, the longer the Pi is running, the longer the delay becomes.
I am now running the latest build and the problem still exists

I have the following conditions set:

Latest Porstdown Build 201910230
Reset Button on
Keyed Transmit switch on
Freq - 1292.5 MHz
Modulator - I/Q FM board purchased as an assembled board (purchased from BATC Store)
FEC - 1/2
Sym Rate - 2.222Ms/S
Video is DVB-s in 480 @ 29.97 fps(NTSC) The a.sh script has to be modified by us because the setting of 30 fps does cause issues. Maybe Dave can look into that
Video and sound is USB Dongle (purchased from BATC Store)

In most cases, I simply stop the transmitter process with the Keyed switch method. If I let the program run to long, I need to reset the Pi with the reset button. There are times that the only way to reboot the Pi is with a hard power cycle.

I have talked about this in the past and at that time Stretch was too new and no one else had seen the problem.

Now to my resolution,,,

When I switch back to Jessie 2018031801, on a PI3 B running the exact same config and hardware as described above, I can leave the PI3B running for as long as I want. Longest session was 7 months without interuption. The PI3B running Jesse is nearly 100 % reliable and repeatable. There are more than 15 Hams running the same config as I am. Everyone in our group who has moved up PI 3 B+ has experienced the same audio delay issue.

So we are all stuck in Jesse with RPI 3B

All of us have tried to figure the issue out and have had no success, so I throw this out there to you guys on the forum for any feedback
