Sadly not. If I put it into a tight loop sending NULL packest it does in fact send null packets. But if I then try sending video I get dropouts.
If however I install the application on a Intel PC running Linux and stream video from the Jetson to it all is fine. It may work on a PI but as I don't
use PIs I can't test it.

Unfortunately I don't really have time at the moment to look into it as I am busy trying to figure out how to get the MPSoC on the ultra96 board
I have to read an LVDS DDR interface (steep learning curve for me at least).
